Bedrock is a natural block first introduced in Build 51. Bedrock cannot be destroyed by anyway ingame, so it is a good choice to place a tower above bedrock.
Also to be noted that on many maps with a smaller height bedrock lines the bottom as to make building bottomless pits harder.
